农药产业技术创新战略联盟2009年,科技部、财政部、教育部、国务院国资委、中华全国总工会、国家开发银行六部门联合发布了《关于推动产业技术创新战略联盟构建的指导意见》。产业技术创新战略联盟是指由企业、大学、科研机构或其他组织机构,以企业的发展需求和各方的共同利益为基础,以提升产业技术创新能力为目标,以具有法律约束力的契约为保障,形成的联合开发、优势互补、利益共享、风险共担的技术创新合作组织。
