汉儒皆云古有采诗观风之制,后人或疑为汉儒附会臆度之辞。本文从周代特殊的社会背景、《诗经》的内容、先秦有关文献记载等方面进行考索论证,认为:周代采诗观风制度未能坚持始终,不同时期采诗观风的形式亦当有所不同,以致汉儒所言同中有异;但周代采取过“采诗观风”,以“补察时政”的措施是可以肯定的。同时还从西周末至春秋时期王室衰弱,礼乐废坏的角度,对前人所疑“采诗之使”不见于先秦文献记载,《诗经》所存之诗“前三百年”少,“后二百年”多,且仅存十五《国风》的现象,做出解释。
