为促进国有经济结构调整和国有资产的优化配置,规范国有企业(以下简称企业)管理关系变更操作程序,国家经贸委、财政部日前联合发出“关于国有企业管理关系变更有关问题的通知。通知如下: 一、办理企业管理关系变更应遵循以下原则: (一)符合国家有关法律法规及国家的产业政策,符合建立现代企业制度的方向。 (二)有利于产业结构、企业产品结构的调整,促进生产要素的合理流动,有利于提高国有资产的运营效率。 (三)有利于精干主业,提高企业核心竞争
