2003年我市工作的总体要求是要有更高的目标,更高的起点,更高的标准,实现更大的发展。市委、市政府提出的全市经济发展的目标是:国内生产总值增长13.5%,力争实现14%,达到938.5亿元左右;地方财政收入同步增长13.5%,达到65.01亿元,力争实现同比增长14%。13.5%的增长速度,是我市“九五”以来确定的最高的一个年度预期目标,它体现了全市上下加快发展的信心和决心。财税工作在全市社会经济发展中起着十分重要的作用,做好财税工作,确保完成收入目标任务,对于全市发展目标的实现有着十分关键的意义。一、加强收入征管,积极组织收入,不断优化支出结构,为全市经济发展提供强大财力保证。
