公车私用是滋生腐败的温床。在2004年3月中旬召开的平阳县十三届人大二次会议上,李美华等16位平阳县人大代表纷纷提出议案:切莫让公车成为各级领导干部的私人交通工具,他们建议县政府及有关部门要大力改革公务用车制度,消除公车私用现象,维护纳税人的利益。据了解,平阳县目前各类行政事业单位一共拥有公车642辆。李美华等代表在议案中指出,一辆公车每年仅运行费用就高达4.6万元,如果加上车辆的折旧费、修理费,以及个别领导或司机公车私用,那么一辆公车的总费用将达到5万元以上。公车的不合理消费已经成为各级财政支出的沉重负担。对此,李美华等16位平阳县人大代表在议案中提出,进行公车改革势在必行,有关部门应尽快制定可操作性强的方案,从源头上杜绝公车私用。他们建议,除少数领导外,各单位应该取消公务用车,可根据一定标准实行公务交通消费货币化制度:同时,成立公务用车市场,通过市场化的运作模式,保证领导干
Private bus is a breeding ground for corruption. In this regard, Li Meihua and other 16 Pingyang NPC deputies proposed in the motion that it is imperative to carry out the reform of the bus. Relevant departments should formulate practical and feasible solutions as soon as possible so as to put an end to the private use of buses at the source. They suggested that, with the exception of a few leaders, all units should cancel their official vehicles and implement the official traffic monetization system according to certain standards.
