Introduction In 1973, Albuquerque, New Mexico, has a 42-square-mile block and only a third of the land has been developed and the problem of drainage is outstanding. The area is located on the alluvial fan at the foothills of the San Diego, with some wadi drainage. Although most of the time the wadi is dry, there is often no warning and floods may pour into the wadi. In order to prevent future floods, local authorities decided to develop an overall drainage plan for the area under which a long-term development plan could be drawn up. The purpose of the plan is to carry out effective development to utilize as much land as possible without changing the natural characteristics of the area. By one
