一、开放经济的系统功能和发展形态 经过十年改革,我国的经济发展已完全实现由封闭式向开放式转变。众所周知,任何一个经济系统和社会发展形态,在性质上都是开放的。相对稳定的经济系统本身,既有相对的封闭性,又有绝对的开放性。从发展政策说,由于内外部环境条件和变化趋势不同,封闭或开放的程度和范围也各不相同。为了生存发展,适应环境条件,必须相互交替和同时或不同时地运用封闭和开放这两种系统功能,让其在一定的程度和范围内发挥积极作用,影响整个经济发展进程。我国经济长期外于闲关落后的局面,现已结束。
I. System Function and Development Pattern of an Open Economy After 10 years of reform, China’s economic development has been completely transformed from a closed to an open one. As we all know, any economic system and social development pattern are open in nature. Relatively stable economic system itself, both relatively closed, but also absolutely open. According to the development policy, due to the different internal and external environmental conditions and changing trends, the extent and scope of closure or opening up are also different. In order to survive and develop, to adapt to environmental conditions, we must make use of the two systems functions of closure and opening at the same time, alternately or simultaneously, to a certain extent and scope and to affect the entire economic development process. The long-term economic out-of-balance situation in our country has now come to an end.
