如果说自９４年以来，城市低保工作实现了两次跨越的话， 那么今明两年将是它的第三次跨越，即实现由以往给多少钱保 多少人向有多少人保多少人的跨越。 据最新统计，全国符合条件的低保对象有１５８９万人，而 截止今年６月已享受低保的仅为４５８万人，还有１０００多万贫 困人口未得到保障。对此，党中央、国务院高度重视，决定采 取更加有力的措施强化城市低保工作。中央财政加大支持力度 ──今年先追加低保金１５亿元，同时要求地方各级政府增加 投入；明年各级财政进一步加大投入力度，尽快使符合条件的 人员都能享受最低生活保障。为贯彻落实党中央、国务院的重 要决策，民政部党组多次召开会议，进行专题研究。今年９月， 民政部、财政部与劳动和社会保障部召开了联席会议，决定成立“低保工作协调小组”，加强协调工作。接着民政部又专门召开了全国低保工作会议，进行安排部署。要求各级民政部门尽快制定方案、拿出措施，全面推进低保扩面工作。９月下旬，国务委员司马义·艾买提又主技召开了民政、财政与劳动和社会保障三部负责同志参加的汇报会，提出通过中央１５亿补助资金的落实，今年年底前基本解决特困职工家庭的低保问题，明年在中央和地方资金到位的情况下，实现低保对象的全员覆盖。
