Reading is necessary to become a professional discipline. It is another specialty that is not part of the national language. It is a specialized “reading” class, with its curriculum and teaching, aiming to teach children to learn. The standards of the national primary school curriculum, the non-governmental reading movement and the education authorities’ reading policies jointly promote the rise and development of reading in Taiwan since the 1980s and become the troika that promotes Taiwan’s reading. Reading Taiwan’s education policy in the national curriculum standards are all related to the Kuomintang government prior to the retreat in December 1949 and are closely linked to modernization.
