构建军队院校教育经费保障效益评价体系,前提是要科学区分评价可以量化的要素和难以量化的要素。可以量化的要素包括经费投入规模、基础建设程度、人才培养数量、院校师资力量、学术科研成果等,难以量化的要素包括院校培养人才素质、军队战斗力的形成、院校科研成果价值实现等。然后,按照筛选评价指标的要求,确定评价参数的基本标准、构建评价体系的基本模型,再根据评价标准,依据评价程序,科学组织评价。
