党的十六届六中全会审议通过的《中共中央关于构建社会主义和谐社会若干重大问题的决定》强调指出:要“适应我国社会结构和利益格局的发展变化,形成科学有效的利益协调机制、诉求表达机制、矛盾调处机制、权益保障机制。”能否合理有效地协调各利益群体间的利益冲突,已经成为制约我们解决当前改革开放和现代化建设中一系列重大社会问题的关键所在。正确认识和把握新形势下各类社会矛盾的特点和规律,切实完善妥善处理社会矛盾的体制机制,对于维护社会稳定、构建社会主义和谐社会具有重要的现实意义。

Correctly understanding and grasping the features and laws of all kinds of social contradictions in the new situation and conscientiously improving the institutional mechanisms for properly handling social conflicts have an important practical significance for maintaining social stability and building a harmonious socialist society.
