最近,某全国政协委员提出了一个在笔者看来颇为奇怪的提案:政府要为私营主的人身安全采取措施,甚至立法。笔者首先想到的就是,保护人身安全,那应该针对全社会每一个人才对啊?为什么要单单为富人立法来予以特殊保护呢?难道富人的人身安全或者说生命安全在法律意义上高于穷人吗?我百思不得其解。笔者可以理解,这条议案提出的背景也许是最近几位著名富人的被杀。但翻开报章,你会知道穷人被杀的其实更多。举凡打工仔打工妹被凌辱、被欺诈、被伤害、因工伤致死致残者乃至被人暗害抛尸荒野的实在不在少数,仅仅因为他们是“沉默的大多数”而无人过问。要不要为他们也专门立一个人身安全保护法呢?
Recently, a member of the CPPCC National Committee proposed a rather weird proposal in the author’s opinion: the government should take measures, even legislation, on the personal safety of private owners. The first thought of the author is, to protect personal safety, it should be aimed at every talent in the whole society. Why should the special protection be given to the rich by legislation? Does the personal safety of the rich or the safety of life are legally high? To the poor? I baffled. I can understand that the background proposed by this motion may be the killing of several famous rich people recently. But when you open the newspaper, you know that the poor are killed more. All wage-earners migrant workers were abused, cheated, deceived, injured or disabled as a result of work-related injuries, and even been assassinated by dead bodies. There are only a handful of them who are silent because they are silent majority. Do you want to establish a personal security law specifically for them?
