2016年2月25日,国家安全监管总局局长杨焕宁签署第87号总局令,颁布了新修订的《煤矿安全规程》(以下简称新《规程》),自2016年10月1日起施行。开采章是新《规程》的重要章节,在原《规程》中,开采章是第二编的第一章,分8个小节,共有条款85条;按照新《规程》修订框架建议,开采章在新《规程》中成为第二编的第三章,分6个小节;本次修订条款共涉及原《规程》内容52条。《规程》修订过程2013年12月26日,根据国家煤矿安监局的工作部署,新《规程》井工煤矿编开采章编写组技术专家基本确定,修订工作正式启动。
