改革开放以来,在我国城市化的进程中,大批农村“剩余劳动力”自发地、大规模地、持续地、跨地区地向大中城市,特别是经济发达的沿海城市转移。据不完全统计,我国的流动人口已近两亿,超过了全国人口总数的10%。他们成为生活在城市与乡村之间的特殊人群。一方面,大量的流动人口对我国经济发展,特别是城市建设起到了不可或缺的作用;另一方面,流动人口也引发了一系列的社会治安问题,流动人口犯罪问题日益严峻。据统计资料显示,流动人口犯罪案件的比例占案件总数的60%以上,个别地区高达80%—90%,且主要是农民工作案。在构建社会主义和谐社会成为时代主旋律的今天,流动人口问题值得更加予以重视。
Since the reform and opening up, in the process of urbanization in our country, a large number of rural surplus labor have been spontaneously, large-scalely, continuously and trans-regionally transferred to large and medium-sized cities, especially economically developed coastal cities. According to incomplete statistics, China’s floating population has reached nearly 200 million, more than 10% of the total population of the country. They become special people living between cities and villages. On the one hand, a large number of floating population have played an indispensable role in China’s economic development, especially in urban construction. On the other hand, the floating population has also triggered a series of social security problems, and the crime of floating population has become more and more serious. According to statistics, the proportion of crime cases of floating population accounts for more than 60% of the total number of cases, as high as 80% -90% in some areas, and mainly the case of migrant workers. Today, when building a socialist harmonious society has become the main theme of the times, the issue of floating population deserves more attention.
