1 执行渔业船舶检验的意义《中华人民共和国渔业法》第十八条明确规定:“制造、更新改造、购置、进口的从事捕捞业的船舶经渔业船舶检验部门检验合格,方可下水作业,具体管理办法由国务院渔业行政主管部门制定。”《中华人民共和国内河交通安全管理条例》(1986年12月16日国务院颁布)第四条也明确规定:“经船舶检验部门检验,持有合格的技术证书或文件的船舶方准航行。”对渔业船舶进行检验是属于强制性的法定检验,其目的在于通过对船舶船体结构、安全性能、动力装置、安全设备以及船舶所用重要材料和部件的检验,使船舶具备安全航行和安全作业的技术条件,
