资金困局现已成为保障房的首要难题,资金短缺已经制约着保障房的建设。发行企业债券进行保障房建设融资,虽然能为保障房建设开辟一条新的融资途径,但并非解决保障房资金的治本之策。本文在分析保障房债券融资的背景和意义以及债券融资的特点和优势的基础上,从制度约束、资金进入保证、投资者权益以及债券定价等几个方面着重分析保障房债券融资可能面临的问题并给出相关的政策建议,以期为广州市的保障房债券融资提供一定的参考和借鉴。
