近日,《中国青年报》发表署名文章指出,政府机关按“三定”方案完成了机构、人员精简工作后不久,媒体就透露,已出现了人员“回流”现象。以笔者观察,“回流”的主要来源,当属向下级机关“借人”一途。据了解,有的部门仅一个司“借用”人员就有数人之多。如此不免令人发生疑问,“三定”是复杂的系统工程,虽不可能百分之百精确,但也不至于出现如此大的“缺口”,何来如此多的“忙”要帮? “三定”者,定职能、定岗位、定编制
