我国的水资源相对匮乏,而传统的经济增长方式所导致的水污染已成为制约经济发展的重要瓶颈。要实现水资源的可持续利用,促进水资源保护、避免水资源浪费,需要在循环经济的理念下,将控制污染以及节约和合理用水相结合,改革并完善我国现行水资源保护制度,为水资源保护提供强有力的经济政策支持。
