我们现在提出的政府主导型旅游发展道路,已被多数发展中国家和一些中等发达国家及地区所实践并获得成功。但是,我们必须清醒地认识到在执行这一战略时可能出现的误区。 第一,误把政府主导理解为政府主宰,沿用计划经济下高度集权的领导模式,由长官意志代替企业行为,由行政命令代替市场规律,导致决策失误,旅游供求失衡、造成浪费。
The government-led tourism development road that we now propose has been practiced and achieved by most developing countries and some medium-sized developed countries and regions. However, we must clearly recognize the erroneous areas that may arise in the implementation of this strategy. First, mistakenly interpreting the government as the dominant government and following the centralized mode of leadership under the planned economy, the executive will replace the corporate behavior and the administrative order replaces the market rules, leading to mistakes in decision-making and unbalanced tourism supply and demand, resulting in waste.
