公立医院医务人员的绩效考核一直是医院管理者、研究人员和政府管理部门思考和研究的问题,到目前为止仍然没有一套理想的考核办法。随着新医改的启动,公立医院改革已成为最核心的焦点。由于绝大多数公立医院目前仍需要通过医疗服务和药品销售所得,维持医院运行和支付医务人员薪酬,客观上造成医院管理者对医院绩效考核大多是从医务人员角度出发,以经济效益为指标。设计思路与“以病人为中心”的服务理念存在一定偏差,公立医院绩效考核评价必须兼顾社会、病人、医院与员工各方利益,才能使医院与社会和谐一致,绩效考核的角度应该从医务人员转向患者,才能适应社会环境变化,才能实现社会效益与经济效益的双赢。
