为了加强和完善乡镇人民代表大会制度,充分发挥乡镇人大的职能作用,根据地方组织法第14条和第18条规定的精神,湖南省第6届人大常委会党组,遵照6届全国人大常委会第18次会议修改后的地方组织法的规定,结合湖南的实际,并得到了湖南省委的同意,在全省乡镇人民代表大会普遍设立人大主席团及其常务主席。这项工作是在1987年春,全省乡镇人民代表大会换届选举中进行的。全省3478个乡镇普遍选举产生了乡镇人大主席团。主席团由5至7人组成。主席团设常务主席1人。常务主席在主席团成员中推定,由主席团提请代表大会
