包装既消耗大量社会资源,同时又给环境保护带来巨大压力。我国包装工业高速发展引起的石化能源消耗以及资源浪费和环境污染问题日益突出,严重影响我国包装工业的可持续发展。包装工业十二五规划的制定,必须置身于整个社会经济发展的大背景中,站在战略的高度,着眼于低碳发展。十二五规划必须确立变革包装工业发展方式的战略思想,把低碳包装产业作为包装工业发展的战略重点,大力发展低碳技术,推进节能降耗减排,提高资源综合利用水平,加快构建低投入、高产出、低消耗、能循环、少排放、可持续的低碳经济发展模式。
Packaging consumes not only a large amount of social resources, but also enormous pressure on the environment. The rapid development of China’s packaging industry caused by petrochemical energy consumption and waste of resources and environmental pollution problems have become increasingly prominent, seriously affecting the sustainable development of China’s packaging industry. The formulation of the 12th Five-Year Plan for the packaging industry must be placed in the overall context of social and economic development, at a strategic level, with a view to low-carbon development. Twelfth Five-Year Plan must establish the strategic thinking of changing the mode of development of the packaging industry, the low-carbon packaging industry as a strategic focus of the development of the packaging industry, vigorously develop low-carbon technologies, promote energy saving and emission reduction, improve the level of comprehensive utilization of resources, accelerate the construction of low Input, high output, low consumption, can be recycled, less emissions, sustainable low-carbon economy development model.
