1 系统建设的必要性堤防是防洪保安全的重要工程。鉴于堤防决口对公众造成的危害性,国内外对防御洪水的堤防大都设置了监视其安全运行的监测设备。在欧洲长500km 以上的堤防都设置了较为完善的安全监测系统;长江堤防近年来新加固的堤段也设置了监测设备。黄河下游大堤堤基质量差、险点隐患多,工程质量先天不足。易发生渗水、管涌和滑坡等险情。按坝工标准,黄河堤防应列为“病险坝”。为了黄淮海平原上亿万人民生命财产的安全、确保黄河大堤不决口,建立防洪工程安全监测系统(以下简称本系统)是非常必要的。
