日本海上保安厅是日本的海上安全监督管理机构,同时也是日本海上防污染的监管机构。 一、海上污染的监管机构 (一)组织系统 海上保安厅在全国范围内共划分为十一个管区,各设一个管区保安本部,本部再下设海上保安部和海上保安暑,各种基地合理分布于全国各个管区,致使日本海上保安厅上自中央机构下至地方机构对海上污染从管理到监测、从防治到处理等主要环节均已经形成了一个完整的监督管理体系。
