道路交通事故是人、车、路、交通环境相互作用的结果。交通事故成因的的复杂性,决定了预防道路交通事故必须实行综合治理。落实综合治理需要有一个运转协调、高效的工作机制。建立和完善机制,关键是要依法确定各有关主体在预防事故中的权利和义务,使责、权、利相统一,形成道路安全隐患有部门治理,源头安全责任有部门落实,宣传教育有部门开展,严重违章有部门查处,发生事故有联动系统妥善快速处理的“五有”工作格局。 一是要实现源头管理的联动。
