我们认为,研究和制定四川经济和社会发展战略,必须以既定的经济发展目标为核心,探讨实现这一目标的经济和社会发展模式、途径和在一定时期内可能达到的水平。为此,就必须研究这样三个问题:从资金积累的需要与可能分析实现既定目标财力保证的程度;根据资金积累的情况研究我省的经济战略布局或发展模式;对上述两个方面的可行性做出必要的论证。本文重点是对第二个问题进行探讨。
