On February 1, 1985, the United States began implementing plans to attract more elderly medical insurance patients to the Health Maintenance Organization (HMO). However, some issues have not yet been resolved. The U.S. Congress and the American Medical Association requested the Ministry of Health and Human Services to postpone the implementation of this plan and conduct further research on issues such as patient supplementation, advertising, and staffing for HMOs. The Ministry of Health and Human Services estimates that 50,000 elderly health insurance systems and beneficiaries will be included in the HMO over the next two years. HMO units are trying to solve the problem of how to provide more benefits to elderly medical insurance patients at a low cost.
