The Non-Aligned Countries and Other Developing Countries Research and Intelligence System based in New Delhi, India is an autonomous institution financed by the Government of India and a forum for analysis and discussion of international economic issues related to the various development processes in developing countries. Its main purpose is to promote self-reliance among the non-aligned and other developing countries, strengthen the ties between research institutions in various countries and use their research capabilities to serve the best interests of all nations. It also strives to be the center of database, intelligence storage and intelligence retrieval on the global and regional issues of interest to those countries. In October 1988, the agency published the book Biotechnology Revolution and the Third World - Challenges and Policy Options. The book is divided into 18 chapters, this article is the fourth chapter.
