山西省平定县人武部针对地域内受冷暖空气交错影响,旱涝风雹及霜冻时有发生;境内群山环绕、岩层裸露,地质结构破碎,易发生滑坡灾害;山林广布、沟壑纵横、河流、水库众多,洪水、森林火灾易发;煤炭、铝矾土等矿产资源丰富,工矿企业较多,偶发矿难事故等情况,积极探索实践,初步形成了“5+3+3”应急能力生成的“平定模式”:“5”就是紧紧围绕动员支前、保障机动、要地防卫、抢险救灾、维稳反恐五项任务抓建;“3”就是突出抓好民兵信息报知分队、常备民兵应急分队、指挥体系建设;另一个“3”就是着力提升快速报知、科学决策、高效行动3个能力。通过近两年来的实践运用,应急能力明显提升,
