The 16th National Congress of the Communist Party of China clearly put forward the goal and task of “improving villagers’ autonomy and perfecting the vigorous self-governing mechanism of villagers under the leadership of village Party organizations.” This is a new request for strengthening the building of grassroots democratic politics in rural areas during the new historical period and is also a new task for the construction of grassroots organizations in rural areas. How to correctly understand and handle the relations between village party organizations and village committees in the new period has become an urgent need to strengthen and improve the party building in rural areas.
