“Opinion ” is the official document that the party and government organs at all levels have put forward the principleual requirements and solutions for handling important or important issues with overall interests. Measures for the Administration of Official Documents in State Administrative Organs (hereinafter referred to as the “Measures”) and Regulations of the People’s Republic of China on the Official Document Handling (hereinafter referred to as the “Regulations”) all stipulate that opinions “shall apply to making opinions and handling measures on important issues”. According to the nature and role, opinions can be divided into indicative opinions, implementation opinions and opinions
