广安是中国改革开放总设计师邓小平同志的故乡。2004年8目22日,是邓小平同志百年诞辰。为了缅怀和歌颂邓小平同志的丰功伟绩,展示伟人故里的发展变化和广安人民的创业精神,讴歌广安的秀美山川,由中国音乐家协会、中共广安市委、市人民政府主办,四川什邡卷烟厂等单位协办的“颂小平·唱广安”歌曲作品征集暨国宝杯全国歌手大赛于2002年8目至2003年10目在四川省广安市举行,现将有关细则启事如下:
