黑河专员各市县旗长:我省土地等级虽经几次评议,一般的接近于合理,但在某些区村或户间尚存在不同程度的不平衡。尤其县区村毗连地区这种现象尤为严重,因而使某些地区在农业税负担上不够合理,影响群众生产情绪。为了克服这种畸重畸轻的不合理的现象,平衡农业税负担,以利农业生产,特决定一九五一年度完成我省土评工作。因此,除应认真执行东北人民政府规定的各项办法外,兹根据实际情况,特做如下几项补充:
Hei City Commissioner cities and counties flag leaders: Although the land classification in our province after several comments, generally close to reasonable, but in some districts or households there are still varying degrees of imbalance. In particular, the phenomenon of contiguous areas in county and district villages is particularly serious, which in some areas makes the burden of agricultural tax unreasonable and affects people’s production sentiment. In order to overcome this unreasonable phenomenon of abnormality and lightness, and to balance the burden of agricultural tax so as to facilitate agricultural production, it is decided to finish the soil assessment work of our province in 1951. Therefore, in addition to earnestly implementing the provisions of the Northeast People’s Government, we hereby make the following additions to the actual situation:
