1995年11月17日~24日,中国国际工程咨询公司罗西北副董事长,在应中科院的邀请参加金门供水——莲花水库工程评估之后,从厦门到福州沿途考察了福建省长泰、仙游、福州鼓岭抽水蓄能电站电源点及尤溪水东水电站,在与王建双常务副省长及省计委、省电力工业局、省水电院、尤溪县委、县政府有关领导会见和座谈中对福建的电力建设提出了很好的意见和建议,现摘录于下。 一、回顾福建电力发展历史 福建的水电建设在我们国家较早得到发展,50年代就开始建古田溪梯级水电站。水电开发福建带了头,那时对建溪、棉花滩水电站都很重视,准备上。但建溪淹没过大,棉花滩涉及两省关系,还有老区问题,前线问题,就搁下来了。文化大革命期间上了一批中电,文革后期安砂、池潭水电站等也上了。这阶段主要是上一批中型水电,迳流式的多。这个不要怪谁,是历史条件决定的。当时受前线的影响,很难搞大型的,主要是从军事、政治上考虑不
From November 17th to 24th, 1995, Luo Xibei, vice chairman of China International Engineering Consulting Co., Ltd. visited the Changtai and Xian of Fujian Province from Xiamen to Fuzhou following the invitation of the Chinese Academy of Sciences to participate in the evaluation of the Jinmen water supply—Lianhua Reservoir Project. The tour, power station of Fuzhou Guling pumped storage power station and Youdong Shuidong hydropower station met and discussed with Wang Jianshuang, executive deputy governor and provincial planning commission, provincial power industry bureau, provincial hydropower institute, Youxi county party committee and government leaders. China made very good opinions and suggestions on the construction of electric power in Fujian. I. Reviewing the History of Fujian Electric Power Development Fujian’s hydropower construction was developed earlier in our country. In the 1950s, Gutianxi cascade hydropower stations were built. Hydropower development in Fujian Province took the lead. At that time, the construction of the Jianxi and Mianhuatan hydropower stations was very important and prepared. However, Jianxi was inundated and the cotton beach involved relations between the two provinces, as well as the problem of the old district. The frontline problem was put on hold. During the Cultural Revolution, a group of China Electric Power Co., Ltd. and the Ansha and Chitan hydropower stations in the later period of the Cultural Revolution also took part. This stage is mainly the last batch of medium-sized hydropower, turbulent and more. Who does not blame this is determined by historical conditions. At the time, it was difficult to engage in large-scale developments because of the influence of the frontline. The main reason was that it was not considered militaryly or politically.
