借阅权是读者权利的集中体现,是一种基本人权,具有基本人权的“平等性”、“个体性”特征。图书馆应改变注重共性化的整体需求而忽视个性化的个体需求的传统思维方式,平等地对待每一个个体读者的借阅需求,并通过改革现行借阅制度,制定满足读者需求的采购策略,加大电子资源建设力度,提高信息公开程度,增强管理系统功能等,来最大限度地保障个体读者的平等借阅权。
Borrowing right is the concentrated expression of the reader’s right, which is a kind of basic human rights, with the characteristics of “equality” and “individuality” of basic human rights. The library should change the traditional way of thinking that focuses on the common needs but ignores individual needs, treat each individual reader’s loan needs equally and reform the current loan system to formulate a procurement strategy to meet the needs of readers. Electronic resources construction efforts to improve the degree of information disclosure, enhance management system functions, to maximize the protection of individual readers the right to lend.
