本文系统地考察了实现全球能源高效治理的几个基本障碍。文章第一部分对治理、全球治理和全球能源治理这三个名词进行了界定,并对现有的全球能源治理架构进行了探讨,描述了六种全球能源治理者,即政府间组织、首脑会议、国际非政府组织、多边金融机构、拥有两个或两个以上成员国的区域性组织和混合实体。文章第二部分纠正了最近关于全球能源治理的一些错误观念,这些观念包括:能够盈利的治理模式会更加高效;西方的能源治理模式可以移植到世界其他地区;区域性的能源治理在某种程度上优于全球能源治理。文章总结认为,如果我们要真正对那些由能源安全恶化和温室气体排放增加而诱导产生的治理问题作出回应,那么我们就需要更加微妙和谨慎的评估,并且摒弃错误的观念。
This article systematically examines several basic hurdles to achieving efficient global energy governance. The first part of the article defines the three terms of governance, global governance and global energy governance. It also explores the existing global energy governance framework and describes six global energy governance actors: intergovernmental organizations, summits, International non-governmental organizations, multilateral financial institutions, regional organizations and mixed entities with two or more member countries. The second part of the article corrects some of the most recent misconceptions about global energy governance that include: More profitable governance models can be more efficient; Western models of energy governance can be transplanted to other parts of the world; and regional energy governance to a certain extent Better than global energy governance. The article concludes that if we are to respond to governance issues that are induced by deteriorating energy security and rising greenhouse gas emissions, we need more subtle and cautious assessments and we reject the wrong notion.
