从我国安置帮教工作的发展历程来看,其总的趋势是向前发展的。但相对于我国经济和社会发展水平来说,则明显滞后,其很多制度和措施还停留在改革初期的阶段上,还带有计划经济的色彩,比如说创建安置帮教实体的做法在现阶段很难行得通。安置帮教工作协调小组这一领导机制,也有违目前我们提出的依法治国的法治原则。在市场经济条件下,特别是对加入WTO后的政府来说,这种“协调”已很难发挥作用。当前严峻的社会治安形势,特别是释解人员违法犯罪率不能得到有效降低的事实,已经给安置帮教工作敲响了警钟,迫使我们不得不作出认真的反思,寻找新的途径。

However, compared with the level of our country’s economic and social development, it lags behind obviously. Many of its systems and measures are still stuck in the early stages of the reform. They also carry the colors of a planned economy. For example, the practice of establishing resettlement aid centers is very Difficult to work. The leadership mechanism for coordinating the task force for teaching and education also runs counter to the principle of the rule of law that we now propose to rule the country by law. Under the conditions of a market economy, especially for the government after joining the WTO, such “coordination” has been very difficult to play a role. The current serious social order situation, especially the fact that the unlawful and criminal rate of the defaulters can not be effectively reduced, has sounded the alarm for resettlement and help force us to make serious reflections and find new ways.
