就业是民生之本,富民之源,安邦之策,和谐之基。自2002年以来,党中央、国务院为了解决体制转轨遗留的国有企业下岗失业人员再就业问题出台了一系列的积极就业政策。经过几年的实施,产生了重大的政策效应,有力地促进了下岗失业人员再就业。据统计,实施积极就业政策以来,全国有1800多万名下岗失业人员实现了再就业,其中灵活就业人员约占40%。灵活就业
