本文从意识、人才、体制、资金四个方面举例阐述了目前我国境内分布在基层县域的各级文物保护单位及其他各类文化遗产在管理工作中面临的困境,并提出了相应的对策和办法,力图构建一套行之有效的县域文化遗产保护管理机制,以确保祖国遗产资源的完整留存和永续利用,藉此对县级文物管理机构起到一定的启示作用。
