在现代信息社会中,公共图书馆所面临的外部环境充满了大量的不定性因素,诸如全社会的信息技术水平不断提高,相关信息机构竞争日益激烈,用户的信息需求越来越趋于精确化、及时化、个性化,公共图书馆自身又面临着经费不足、文献资源老化、设备陈旧、服务手段落后等困境。如何走出这种困境,是公共图书馆急需解决的问题。公共图书馆的外部环境可以分为一般环境和产业竞争环境。
