In order to meet the needs of the four modernizations, the financial departments at all levels have further strengthened their leadership over the training of cadres after the Third Plenary Session of the 11th CPC Central Committee. The province unified layout of the training mission, layers of planning, grasping training. From 1978 to 1979, various localities, cities and counties throughout the province took various forms and engaged in general business training and job training for active cadres.
