与国外中途之家多由民间发起不同,我国中途之家的建设发展呈现明显的政府主导模式。这种模式本质上源于我国当前“强国家、弱社会”的社会结构。随着我国市场经济的不断成熟以及公民社会的渐趋完善,政府在中途之家发展中的职责将从“亲力亲为”向“监督指导”转变。为促进这种转变,须积极宣传中途之家作用,推广政府购买社区矫正服务,给予相关社会组织特定资金支持。
Different from the half-way home sponsored by the private sector, the construction and development of China’s midway home show an obvious government-led mode. This model is essentially derived from the current “strong state, weak society” social structure in our country.
