随着2000年,中组部、人事部、卫生部《关于深化卫生事业单位人事制度改革的实施意见》正式出台,医院实行分类管理,打破垄断,建立竞争机制。在计划经济体制下建立的传统的人事管理制度,已经不能适应现代医院改革与发展的需要,将逐渐被人力资源管理所替代。医院管理进入了以人力资源管理为核心的现代经营管理新时代。人力资源作为医院的重要资产和一种最富有活力与创造力的资本,将在21世纪的医院经营管理中扮演着更重要的角色。
With the formal implementation of the “Opinions on Deepening the Reform of the Personnel System in Health Institutions” issued by the Central Organization Department, the Ministry of Personnel and the Ministry of Health in 2000, the hospital implemented classification management to break the monopoly and establish a competition mechanism. The traditional personnel management system established under the planned economy system can no longer meet the needs of the reform and development of modern hospitals and will gradually be replaced by human resources management. Hospital management has entered a new era of modern management with human resources management as the core. Human resources, as an important hospital assets and a kind of the most dynamic and creative capital, will play a more important role in the hospital management in the 21st century.
