With the economic and social development in our country and the continuous deepening of reform and opening up, the probability of occurrence of various emergencies has also risen sharply than in the past. Proper disposal of emergencies is of great significance to maintaining the stability of the reform and development. The SARS incident this year in our country caused great attention to major public health emergencies in the whole society. A public health emergency means a sudden occurrence that causes or is likely to cause society
