On the morning of December 11, 1996, the 3rd Plenary Session of the First Governmental Selection Committee of the Hong Kong Special Administrative Region of the People’s Republic of China was held in the conference room on the second floor of the Hong Kong Convention and Exhibition Center. 400 members of the Selection Committee voted by secret ballot and elected the first Chief Executive of the Hong Kong Special Administrative Region.
