一、国有资产流失途径近１０年多来，国有资产在一些国有企业（包括其附属集体企业）、事业单位及国有金融等部门中流失严重、累计数额已达数千亿元之巨。通过认真归纳分析，我们可以看出国有资产流失的基本途径为：１．采取收入不上帐等手段，将本该入帐或上缴的资金截留下来
