导读:前苏联解体后,俄罗斯在外交上曾一度追随西方,双方度过了一个短暂的“蜜月期”。但随着美国一超地位不断加强,美国外交政策单边主义盛行。“9·11”以后,美国不单将恐怖主义作为打击对象,更将防范潜在的对手作为国家安全战略之一,美国与俄罗斯的战略利益冲突在所难免。本文作者认为,近年来,由于俄罗斯经济得到恢复并具有巨大能源储备,以普京为代表的俄罗斯新生代政治家在国际舞台上将越来越自信,他们正试图恢复俄罗斯民族的昔日辉煌。但鉴于俄罗斯和以美国为首的西方仍有着千丝万缕的利益联系。俄美关系将会在合作与对抗中向前发展。
Reading: After the disintegration of the former Soviet Union, Russia had once followed the West in diplomacy, and both parties had spent a short period of “honeymoon”. However, as the U.S. super status continues to strengthen, U.S. foreign policy unilateralism prevails. After “9.11”, the United States not only targeted terrorism but also guarded potential opponents as one of its national security strategies. The strategic interests of the United States and Russia are inevitably conflicting. The author of this paper believes that in recent years Russia’s new generation of politicians represented by Putin will become increasingly confident in the international arena because Russia’s economy has been restored and has huge energy reserves. They are trying to restore the former glory of the Russian nation. However, in view of the fact that Russia and the United States, led by the United States, still have inextricably linked interests. Russian-U.S. relations will advance in cooperation and confrontation.
