外口公寓的建成,为我们搞好外来人口的管理提供了一个思路。与此同时,马陆镇外口公寓在建设和管理上的一些措施,也值得我们积极借鉴。马陆镇现已建成投入使用的外口公寓有6个,其中最大的永盛公寓占地70亩,共有宿舍楼10幢,1320套房间,现已入住的外来务工者达6800多人。外口公寓小区内,邮政局、医务室、图书室、自动取款机、超市以及饮食服务网点等商业服务设施和警务站、商铺、食堂、健身场所等都一应俱全,每套房间里有卫生间、电话、闭路电视和热水器,公寓由政府、物业、包租企业和外来务工者共同组建的“管理委员会”进行服务和管理。此外,还成立了全市首家外来务工者读书俱乐部——永盛公寓青年读书俱乐部,今年,澄城公寓青年读书俱乐部也相继成立。
