The study of the war on law and protection involved some activities of the navy of law enforcement, but only referred to the activities of Chengbangguang and did not give a full account of the activities of the Navy as a whole. The Navy’s Protective and Arming Fleet was a stronger democratic spirit split off from the Northern navy during the War on Law and Protection. It responded to Sun Yat-sen’s call for enactment by the fleet of Chengbangguang fleeing southward after the dissolution of the National Assembly in 1917
