城市地下综合管廊是一种集约程度高、科学性较强、智能化管理的城市综合管线工程,能较好地解决城市发展中市政道路反复开挖及城市上空线网密布的问题,不仅可以用好地下空间资源、提高城市综合承载能力、满足民生之需,还可带动有效投资、增加公共产品供给、打造经济发展新动力。曾经的“中国铜城”——甘肃省白银市,作为西北地区的一座资源枯竭型城市,正在以PPP模式打造城市地下综合管廊,并入选财政部第二批PPP示范项目。记者日前赶赴白银,实地探访地下管廊如何提升白银市城市建设管理水平和综合承载能力,以及PPP为这座西北小城注入了怎样的建设活力。
